Below are the steps to grant access to Quantify administrative functions. By default users with admin permission are granted full access. In some cases, it is not practical to grant full access to Jira just to be able to administer Quantify. This is why there is separate permission that you can selectively grant to users and enable full access to Quantify.
Create a new group in Jira

Grant global permission to the group
Return to the Jira instance and open Jira settings → System → Global permissions and grant the respective global permission to the group.
The Access Quantify permission grants access to the global-scoped (as opposed to project-scoped) views.
The Manage Quantify permission additionally adds access to administrative interfaces.
